Commission approves Broadview flag‑lot tentative map after owner remedied code violations

The Planning Commission approved a tentative parcel map (PLN‑0023) to subdivide a single‑family parcel on Broadview Avenue into two lots using a flag‑lot configuration. Staff told commissioners they had received and addressed a complaint alleging three violations: operation of an unpermitted short‑term rental (the owner chose to cease operations), removal of trees without a permit (the owner paid a city fine and must submit replanting plans), and prolonged placement of trash receptacles on the curb. Staff recommended the project qualify for the minor land division exemption under CEQA §15315 and approval subject to conditions.

The applicant, Carl Vinge, thanked staff for giving him an opportunity to come into compliance and said he will work with city staff on remediation plans. Commissioners discussed utilities, access, and whether the access easement at the rear is practicable; staff said creating a driveway for the new flag lot would require an encroachment permit and that any future development would need building permits. The commission moved to approve the tentative map; the roll call recorded three votes in favor and one abstention by Vice Chair McDonald.
