LAFCo briefed on El Rio water problems; staff outlines options including activating CSA 34

LAFCo staff told the commission that several mutual water companies serving the unincorporated El Rio area have failed to meet water quality or fire-flow standards and that county and state staff will meet next month to explore options.

"Early next month, LAFCo staff will be meeting with staff from the county Water and Sanitation department and representatives from the state to discuss water services in the unincorporated community of El Rio," the staff memo said. The options under consideration include formation of a new county service area or activation of latent powers under CSA 34 to provide potable water; both options would require LAFCo approval.

Executive Officer Kai Luoma provided historical context about CSA 34: "CSA 34 was formed to address the groundwater was being contaminated by private septic systems in the El Rio area," he said, describing how the CSA funded sewer collection and contracted treatment through the city when septic systems were shut down. Luoma said potable water could most likely be sourced from United Water Conservation District facilities nearby.

Commissioners asked staff to continue providing updates and requested that information be shared with alternates and all board members; no decision was made at the meeting and staff will report back following the planned interagency meeting.
