Task force pushes draft administrative policy to promote nature-based stormwater solutions

Chair opened the meeting and asked Christina to report on a recent stormwater master-plan workshop. Christina said Harbor Island Phase 1 pump‑station design is complete and Treasure Valley Phase 1 design is roughly 60% finished; easements secured with Public Works allowed paused design work to resume. "For instance, Harbor Island phase 1, the pump station design is completed," Christina told the task force.

Christina proposed that North Bay Village adopt an administrative policy or resolution to promote nature‑based stormwater solutions and consider Envision certification for capital projects. "I would love to see if this would be something valuable if we need to adopt a similar policy, or resolution to support nature based solution or envision certification in our infrastructure," Christina said. Members responded positively but urged caution about amending municipal code now because of state law. One member told the group they preferred an administrative policy rather than a local code change because of SB 180's legal reach.

The task force discussed next steps and timing. Christina agreed to draft a policy and circulate it to the task force and staff (Roger, Frank) for feedback; if ready, the draft could go to the task force for input and then to the commission. Members noted that a clear administrative policy could cement the village's commitment to resilience without triggering immediate litigation risk under the state statute.
