Trustees press procurement staff over missing warranty docs and scoring on egg-farm bids

During the workshop trustees pressed purchasing staff over apparent discrepancies in the committee's ranking of proposals for the new agricultural facility. Trustee Mark Los Santos outlined three red flags: the top-ranked company listed a bid bond where other bidders attached builder's-risk certificates and a one-year warranty; the company reported zero "current projects" while listing similar projects elsewhere in its submission; and several lower-cost bidders met documentation criteria yet scored lower overall.

"So, my thing is is that on price it's 51 points...and then the insurance itself was five points and then similar projects was 10. Your number one ranked company only beats some of the others by like seven or eight points. So, I guess make it make sense," Los Santos said. Purchasing director Bal Garcia replied that the evaluation followed the board-approved CSP criteria and that some rubric fields captured "current" projects while similar-project evidence appeared in a separate section of the packet. Garcia added that required bonds and insurance are confirmed before contracts are executed.

Trustees asked staff to provide the full committee scoring packets and individual committee rankings for review before final action. Staff agreed to print and distribute complete backup materials in advance of the board's vote so trustees can verify compliance with advertised requirements.
