Commission considers non-binding MOU with UT Southern to explore Agra Park partnership

Commissioners discussed a draft memorandum of understanding (MOU) with UT Southern and the University of Tennessee Institute of Agriculture to explore potential programming and partnership at the county Agra Park. County officials described the MOU as a "very small stepping stone" to enable UT Southern to assess whether the park could host academic programming, a commercial kitchen and a mobile large-animal veterinary clinic; the record repeatedly noted that the Agra Park board governs the park and would retain decision-making authority for use and construction.

The county said the MOU does not grant automatic park use or building rights and that any future investments or physical construction on county property would return to the commission for approval. Commissioners also raised operational concerns—maintenance workload and event cleanup—and asked staff to ensure the MOU and any minutes or supporting documents be provided to the commission for review before further commitments are made.
