The board approved a set of policy updates and added policy KNA on immigration enforcement, together with two administrative regulations for recordkeeping and response. Superintendent Aaron Carey said the Oregon Attorney General has published model policies and that districts must adopt consistent policies by Sept. 30, 2026 to comply with SB 1538, SB 1594 and HB 4079.
Carey told the board that the adopted district policy will name the superintendent as the primary contact for immigration enforcement and that staff will provide the AG model policy to employees and include required notices in student and staff handbooks. "That would be me," Carey said when the required primary contact was discussed. The policy packet also includes AR1 and AR2 to spell out how the district would respond to administrative or judicial requests and to keep records of interactions.
The board moved to approve the policies as presented (excluding GCDA/GDDA for later review) and to add KNA and its ARs; the motion passed unanimously. Carey said staff will arrange training for designated employees, consult legal counsel immediately if federal officials appear on district property, and publish required notices in appropriate languages.
