Council adopts mitigated negative declaration for proposed transit yard

The Beaumont City Council voted unanimously to adopt a mitigated negative declaration and a mitigation monitoring and reporting program for the proposed Beaumont Transit Yard, a 6.15-acre facility at Fourth Street and VLE Avenue.

City staff presented the draft initial study and concluded the project would not create significant environmental impacts if required mitigation measures are implemented. The planned facility includes an administration building, fleet maintenance garage, hydrogen and CNG fueling facilities, EV charging, solar canopies and parking. South Coast Air Quality District comments were addressed in the final document, staff said.

"The analysis determined that the project will not result in a significant environmental impact provided the required mitigation measures are implemented," staff told the council. The document was circulated for a 30-day public review; no public comments were received on the draft.

Councilmember [name not specified in transcript] moved to approve the recommended action; the motion was seconded and adopted on a roll-call vote with all members voting yes.

The council's action allows the city to advance the project design and later consider construction approvals and related permits. Staff said the mitigation measures address biological, cultural and geological resources and will be implemented through a monitoring program.
