Board says energy-retrofit guidance should be studied, not rushed

Board members discussed the difficulty of prescribing insulation and retrofit strategies for historic buildings: concerns included lack of sheathing, balloon framing, moisture and breathability impacts, and the trade-offs between interior and exterior approaches. The board noted the building inspector enforces energy code compliance and that the HDRB's role is to provide recommendations focused on preserving historic materials. They discussed seeking grant support to develop a proposed appendix or recording lectures from preservation professionals and students.
