Second reading set for Oct. 5; county lays out timeline for adoption and effect

County Attorney Frank H. told the board the next procedural steps after the Aug. 17 first reading: minimum statutory notice is required between readings, the second reading is tentatively scheduled for Oct. 5, the board may modify language at second reading, and any adopted ordinance would be published and take effect 30 days after adoption.

Frank said the county had already held outreach such as an open house and a town hall where residents provided feedback; commissioners reiterated that public comment is possible between readings and that the board can amend the draft to respond to operational concerns raised by the sheriff or residents. No one spoke during the public-comment period at the Aug. 17 meeting, and county staff urged residents and stakeholders to review the draft and submit comments before the second reading.

The board recorded a motion to approve the first reading during the meeting; the transcript does not document a roll-call tally. County staff said they will publish any changes and the final ordinance if adopted, after which the ordinance would go into effect 30 days later.
