Staff reports progress on conveyance for 16‑unit apartment with AMI‑targeted units

City staff told the council that legal descriptions remain under preparation for a parcel intended for conveyance to support a 16‑unit apartment development north of the public‑works garage. The project is designed to include a mix of income‑targeted units: several studios at 60% AMI and other units at the 80% AMI level.

Staff explained a development agreement detail: the developer may rent a unit to a household within 10 percentage points of the target AMI (for example, a household at 70% AMI could occupy a 60%‑rate unit if the unit has been offered and remains unrented). Staff described the mechanics intended to keep units occupied while balancing affordability targets. The council was told the housing authority has agreed to convey the property and that the Minnesota Housing Finance workbook has approved the builders and plan numbers, which staff said should help accelerate the timeline.

Councilors asked about visual materials and design; staff said a line drawing and floor layouts exist in the packet and that any design requiring a variance or conditional‑use review would come back to council.
