Commissioners approve US Forest Service road agreement, OK dispatch-pay modifications

Lincoln County commissioners opened their Aug. 19 meeting by approving administrative business including the Aug. 12 meeting minutes and a Schedule A road agreement with the U.S. Forest Service to reimburse county work on additional roads in the Troy district.

County staff said the revised Schedule A (2026) adds several roads so the Troy district can be reimbursed for county work; commissioners discussed sealed bids for a surplus 2023 Tahoe that the port board tried to sell and noted an ongoing conversation about conveying port land to the county for ARP storage and recreation. In public comment, a resident asked whether the Lake Creek (West Fisher) bridge is county or federal; commissioners clarified the bridge remains federal property while the approach roads date from mining era county ownership.

The board also considered two amendments to separate U.S. Forest Service agreements (listed as contract 010 and 011) to increase reimbursement for county dispatch assistance to $1,200. A commissioner moved and the board debated whether the rise reflected cost-of-living adjustments or increased county dispatch responsibilities; the motion was put to a vote. The county administrator said both agreements were presented together and that signature pages would reflect required approvals.

Clerk and Recorder Karina Brown was publicly thanked by county staff for distributing statutorily required budget letters to districts and areas; the administrator urged districts to return budget requests promptly so the county can meet statutory deadlines.

What happens next: The Schedule A agreement and the dispatch amendments proceed with signatures as noted in the meeting packet. Commissioners will continue to review port-board matters and the county administrator said any procedural or statutory questions will be referred to the county attorney for legal review.
