Police: targeted enforcement produced citations but speeding remains driver behavior issue

Lewisville Police Chief Brook Rollins told council that enforcement alone has limits and that the underlying driver behavior — distraction or deliberate disregard for posted limits — remains the primary cause of speeding on King Arthur Boulevard.

"I believe that the speed limit signage within the community of Castle Hills is more than adequate. It is driver distraction and conscious disregard that is leading uh to the speeding issue," Rollins said while summarizing pre‑annexation and post‑annexation targeted enforcement efforts.

Rollins reported that a six‑day targeted enforcement initiative produced 37 citations to 33 individuals (four citations for speeding) and that a January–June 2026 data snapshot showed 91 traffic stops across the study area, 46 citations (seven for speeding) and many more warnings. The department also noted an overlapping micromobility enforcement initiative that may have influenced stop counts.

The police presentation was used by staff to show enforcement patterns but city engineers and the manager emphasized that enforcement is a partial, often temporary tool and that built‑environment changes are intended to produce more sustained behavior change.
