County and Lifeline report shelter intakes, facility fixes and KPI gains

County staff and Lifeline Animal Services provided an operational update on Fulton County shelter conditions and response metrics at the August 19 meeting.

Presenters said the shelter expects to exceed 12,000 intakes this year if current monthly intake rates hold, and that 67% of recent intakes were geocoded to locations inside the City of Atlanta. Lifeline and county staff reported an overall save rate of about 90% (above an 85% target) and said 747 animals are currently in foster care. Facility issues raised in public comment — playyard flooding and gates — were addressed: staff explained a grass installation and maintenance protocol to reduce standing water and confirmed carabiner locking protocols on gates.

Staff acknowledged four defective chiller control modules that have affected portions of the facility and said replacement modules are being sourced and programmed, with an estimate of delivery in about two weeks and a possible temporary chiller as an interim measure. Major Dwire highlighted court-case reduction efforts that reduced the number of live-evidence court holds from 121 in January to 35, attributing declines to negotiations, owner surrenders and better coordination with the solicitor general’s office. Commissioners approved earlier direction to pursue cost-of-care petitions and asked for continued follow-up reports on facility repairs and case processing.
