Supervisor questions handling of solicitor RFP after manager closes process

Township Manager Dan DeMeno told the Board the solicitor Request for Proposals process had been completed and that "no change in solicitor services would occur at this time." He said he had spoken with individual supervisors and "believed he had received consensus from a majority of the Board to move forward" before notifying applicants.

Supervisor Christine Steere challenged that account, saying the April 28 executive session did not produce a final decision and that the Board had intended to reconvene to make a determination. Ed Moore and resident Jim Mollick raised Sunshine Law and records concerns during public comment and urged clearer procedures and training. DeMeno characterized sending notices to applicants as an administrative action: "sending the notices was his own administrative decision." Solicitor Wendy McKenna declined to discuss the matter in detail in public because litigation and legal advice were implicated.

The dispute centers on whether explicit board direction was provided before staff notified RFP applicants. Supervisor Steere urged review of the process to ensure professional services RFPs follow expected Board-level steps; Mr. DeMeno said other RFPs are sometimes handled administratively and that he acted based on his understanding of Board consensus. Residents asked the Board to consider formal policies or training to prevent similar confusion in future procurement or personnel matters.
