Carlin council designates Senior Center and Library as safe hubs for schools

The Carlin City Council unanimously voted Nov. 12 to designate the Carlin Senior Center and the Carlin Library as Safe Hub sites for Carlin Combined Schools in the event of a prolonged emergency.

Allison Coppinger, representing Carlin Combined Schools, told the council the school's current evacuation locations have capacity problems and lack protection from inclement weather; she recommended the Senior Center and Library because they are the closest facilities with sufficient capacity and monitorable routes. City Manager Richard Braithwaite said the city had already petitioned to designate the Senior Center as the official emergency response location, aligning with the school's request.

Councilmember Lyndsie Whigham moved to designate both sites; Joel Nalley seconded. Whigham said, “I'll make a motion to designate the Carlin Senior Center and the Carlin Library as a safe hub site for the Carlin Combined Schools.” Mayor Cameron Kinney called for a vote and the council approved the motion unanimously.

The action directs city staff to treat the Senior Center and Library as official Safe Hub locations for future emergency planning and lets schools coordinate evacuation procedures with city emergency response protocols. No further operational details or new funding were included in the motion; implementation will proceed under existing emergency planning responsibilities.
