Committee backs bill to create legislative overview for large federal funds

Representative Lim introduced HB 1131 (LC 28), saying the bill aims "to ensure that our local georgia citizens and taxpayers have as much access to information about these large sums of federal money that are coming here." She described the proposal as modeled after the One Georgia Authority overview mechanism and said it would not take decision-making authority away from the governor but would make information more accessible to legislators and residents.

During extended questioning members pressed on how the committee would work. Lim said the body would mirror One Georgia with nine members (three from the House, three from the Senate and three from the governor's office or designees), rely on existing staff in HBO and SBRO and the Office of Planning and Budget for analysis at no additional fiscal cost, and provide an annual report "on or before the first day of January of each year" plus other reports when in the public interest. Members also asked whether the committee would have legal authority to direct funds; Lim said it would not change the governor's decision-making authority but would improve transparency and the legislature's ability to identify problems. Representative Mitchell asked whether the primary objective was public access or briefing legislators; Lim said the goal is for information to reach residents and constituents, with the legislature as a conduit.

Representative Dukes and others clarified appointment lines in the bill; Representative Mallow asked whether the committee could help avoid duplicative appropriations (for example, in broadband), and Lim agreed better information should reduce duplication. The committee moved and approved HB 1131 by voice vote. The chair announced passage and the committee adjourned.
