Staff outlines CLAM acquisitions timetable and regional NRCS partnership

Staff provided a broad update on acquisition progress and management planning, telling the committee the availability of bond funds has accelerated activity and that staff aims to close five properties by the end of October. "We were trying to get close on 5 properties total by the end of October," staff said.

Staff outlined a timeline for management plans: collect public input, present a revised Piney Island management plan to the committee at a scheduled meeting, then bring it to the Board of County Commissioners (BOCC) for approval. Staff also described a regional partnership: the BOCC approved a letter of support to partner with the North Florida Land Trust on an application to the NRCS Regional Conservation Partnership Program to leverage potential federal matching funds for conservation easements and to expand a corridor-focused conservation effort.

The committee asked about who will conduct negotiations and staff confirmed the county will perform negotiations for the CLAM acquisitions rather than delegating that role to the land trust partner. Staff said the county can act as an eligible entity in the NRCS proposal and, if projects meet NRCS goals, conservation-easement matches could reduce net county costs.

Staff also reported the Greenway Trail extension properties have closed and interlocal agreements are in place with county and city partners; Saint Mary’s Farm monitoring is underway as an annual effort.
