Commission recommends rezoning 33.5 acres on Rising Road from R1 to I1, asks for South Fyet confirmation

David Luchi, a land planner for Victor Wetszel Associates, told the commission the applicant seeks to rezone a portion of an 87.4‑acre parcel from R1 to I1 to allow a contractor's yard and related light‑industrial uses. He said the site’s steep slopes, a radio tower and limited access make traditional residential development impractical and that the usable, level area would be roughly 18 acres of the parcel.

“We believe it's more compatible with a contractor's yard. And that's what we are here uh asking for to be reszoned from R1 to uh I1 light industrial,” Luchi said during the presentation. Commissioners probed the presentation with questions about adjacent development in South Fyet Township and a new housing plan (Silver Creek) across the valley. Several members said they would like written confirmation from South Fyet about whether it plans to retain R1 on its adjoining acreage or is pursuing its own rezoning; commissioners said that answer could materially affect whether rezoning in Cecil would be neighborly.

Commissioners also compared the requested change with the township's 2023 comprehensive plan and future land‑use map. One member summarized the concern this way: rezoning to I1 could allow other by‑right industrial uses in the future that would not require new approvals, whereas a mixed‑use commercial transition could add policy guardrails. The board's recommendation to the supervisors included a condition asking staff to contact South Fyet and report back before the supervisors set a public hearing.

At the meeting the commission moved to recommend approval with the requested condition; the motion carried with one member recorded as opposed. The supervisors retain final authority on rezoning and will consider any inter‑municipal feedback when setting a public hearing.
