Thermox generator project delayed; district eyes bonding to cover $215,000 cost

Staff member told the meeting the Thermox generator RFP “actually went out in June of 2025,” and that the bid was approved in March 2026 before a letter to proceed was issued to Hobbs Electrical on June 11. The contract covers the generator plus wiring and related work for $215,000.
The project has been slowed by lengthy engineering submittals and a supplier lead time staff estimated at about 20 weeks; the district is still paying to rent a temporary unit for Thermox and Nixon. “They have 220 days, which takes us into November,” Staff member said when describing the contractor’s timeline from the letter to proceed. Staff said some materials and panel work should be brought on site quickly so portions of the cost can be billed to the current fiscal year.
Board members and staff debated funding options. Staff recommended including the remaining balance in a forthcoming bond issue if the board proceeds; otherwise the district will need to shift funds within the 2026–27 budget and draw heavily on contingency. The staff presentation identified the engineer on the project as Buckart Horn from York and noted that equipment submittals began in March and continued until the contractor received the letter to proceed in June.
The board asked staff to pursue short-term measures, including contacting Peter Mills at the intermediate unit about the possibility of borrowing an interim generator, and to press the engineering and contracting teams for schedule certainty.
