Board members who spoke on the motion described the authorization as an exploratory step rather than a commitment to issue debt. “This is not tying our hands to definitely doing it at this point,” one director said during the debate; others said they would support preparing parameters only so the board can see detailed five‑year projections of fund balance with and without the bond. Some directors opposed moving forward now and urged fuller presentations in a work session before any final approval.
Bond counsel and fiscal committee members told the board the committee favored a 19‑year level‑debt structure to maximize flexibility and noted the district could pre‑pay the bond after five years if finances allow.
