Committee probes animal-control billing after apparent duplicate charges

Committee members raised questions Aug. 20 about line-item charges in the animal-control bill and the accounting shown in the director's packet.

Members pointed to an example in the animal-control listing that showed one address with a $210 entry and another line with $110 on the same date, prompting concern the same pickup may have been billed twice. As the director and members reviewed the packet, one member noted the packet's pages did not present a single combined total and asked staff to explain how page totals and credits are being applied to the annual contract balance.

The committee asked staff to reconcile the apparent duplicate charge and to clarify the contract term and remaining balance; Director Nelson did not have the contract month start/end date immediately available and members asked that information be provided at the next meeting. The committee also discussed that euthanasia and 'unable to locate' (UTL) codes appear on bills and requested a legend of billing codes be included in future packets so the entries are clear to members.
