ODOT committee hears vision work-group debrief, flags need for dedicated major-projects funding

Kathy, opening the session, told the committee the major projects prioritization framework had come up repeatedly in the governor's vision work group and that subgroup memos will be consolidated into full recommendations for the governor in December.

"There's a lack of kind of an independent funding source and a need to kind of establish something there so that we aren't continuing to kind of pillage from other programs in the agency," Kathy said, summarizing the subgroup's work. Vice Chair Byer and others pressed the point that preservation and maintenance should be declared a legislative priority before new major projects receive funding.

Members discussed the scope of the task force's guidance — whether it should recommend specific funding levels and sources or provide higher-level policy options. Paula asked whether the task force would produce both funding-level recommendations and policy options; staff said the subgroup would present prioritized recommendations with funding level scenarios, but not necessarily single-source prescriptions.

The subgroup's schedule calls for draft memos to the full vision work group at the end of September and consolidated recommendations to the governor in December, ahead of the next legislative session. Kathy asked committee members to submit any redlines on the draft prioritization framework before the team finalizes an October commission packet.
