Rochelle ISD board authorizes corrective work on 2024 bond project, delegates negotiation to superintendent

Rochelle Independent School District trustees voted June 10 to allow corrective work on the district's 2024 bond construction projects and gave the superintendent authority to negotiate final pricing and scope with counsel review.

Jeremy Brown moved that the board "authorize the Superintendent to release the stop‑work order solely for the purpose of performing corrective work as previously directed by the Superintendent and District legal counsel to A Brush Above Services, LLC in correspondence dated April 28, 2026, and May 1, 2026; further that the board delegate authority to the Superintendent to negotiate and finalize pricing, scope, and contract documents with the approval of counsel consistent with the Board's direction, and to bring back for final approval the resulting change orders." Gwen Ragsdale seconded the motion. The board approved it 5–0.

The action followed an executive session that the board held to consult with legal counsel about the status of contracts and contractor corrective‑action plans for bond work. The motion authorizes the superintendent to lift the stop‑work order only to allow corrective work previously directed in written district correspondence; final change orders will return to the board for approval.

Board members emphasized that the delegation is limited to negotiation and that legal counsel must approve contract documents before finalization. No vote breakdown by individual member was recorded beyond the stated 5–0 approval.
