Council accepts Solara annexation petition for further consideration after split debate

The council voted to accept an annexation petition from Solara Communities LLC for further consideration on Aug. 19, starting the statutory process of certification, a protest period and zoning review by the planning commission.

Staff told council the petition had passed a preliminary completeness check and that acceptance merely starts the formal review; it does not approve the annexation itself. Councilors debated the merits and the developer’s negotiating posture. One councilor said they had been "so unimpressed with the tactics" used by the developer and indicated they would vote against consideration, citing requests for waived impact fees and other concessions. An earlier motion to deny the petition lacked a second and failed procedurally; a subsequent motion to accept the petition for further consideration passed.

What comes next: staff will certify the petition, notify affected property owners and the county, and schedule the matter for planning‑commission public hearing and subsequent city‑council public hearing unless the protest process terminates the request.
