Police concessions help avoid deeper layoffs, FOP and managers say

Commissioners spent significant time on police department budget options and said they wanted to avoid immediate layoffs where possible. Village Manager Frank presented specific personnel‑related savings and said the FOP offered internal adjustments that could provide equivalent funding to preserve some positions.

Frank ran the figures for the commission: eliminating two probationary officer positions and one full‑time communications operator would save about $332,084; removing merit/COLA and other pay adjustments yielded a different mix of savings, which the manager said generated a net improvement in available funds when combined with FOP offsets. “The equivalent funding that we worked out with the FOP was, remove the merit COLA for all PD sworn personnel at $212,006.41… and reduction of pay for the 12 hour shifts,” he said.

Commissioners asked how police impact fees will be used. Staff clarified that impact fees are restricted to capital and infrastructure impacts (facility, equipment, and service expansion tied to new development) and cannot be used for existing salaries. One recent master permit will generate roughly $67,000 in police‑restricted impact fees for that project; commissioners noted that many new buildings are staggered in timing, so fee revenue will come in over years and not immediately cover major facility costs or long‑term staffing increases.

The commission did not adopt any separate personnel motions in the meeting beyond approving the budget package; it directed staff to return with more detailed analyses of police personnel costs, impact‑fee schedules and timing of when restricted funds could be applied to capital needs.
