Council approves Wellsville Razor Ranger Run, waives city application fee for one-time nonprofit event

The Baldwin City Council on Aug. 18 approved a special-event permit for the Wellsville first annual Razor Ranger Run and voted to waive the city's $100 application fee for the single nonprofit event.

Mystic Masten, who identified herself at the meeting as the organizer, told the council the run is being organized under her LLC but operated as a nonprofit with all profits earmarked for USD 289 to pay negative school lunch balances. Masten said the event route includes sections with a “bullpin” and that organizers are requesting an exception so side-by-side vehicles registered in other cities would not need to obtain Baldwin City registration for this short event.

Public safety staff supported the accommodation provided the machines meet safety and insurance requirements. The chief said the city could make a one-time exception because other jurisdictions already register such vehicles and recommended reviewing the ordinance at a later date. The council moved and approved both the special-event permit and the application fee waiver by voice vote.

The council asked organizers to provide a headcount through a shared Google document and to coordinate with police and public works on safety details and barricades.
