Presidio ISD board approves targeted pay adjustments after TASB study, flags $1.4M revenue shortfall

The Presidio ISD Board on July 15 approved a compensation package based on the TASB salary study aimed at improving retention and market alignment. The board voted unanimously to adopt a 3% adjustment for teachers and administrative professionals and a 5% adjustment for clerical, paraprofessional and auxiliary staff.

Superintendent Carmen Rubner and board members reviewed cost estimates under three scenarios. The board discussed model cost estimates for districtwide increases: a 3% model at about $369,218; 4% near $477,600; and 5% near $584,151. Rubner and trustees emphasized the adjustments are calculated against midpoint salary ranges rather than as flat percentage increases on each individual paycheck.

Board members also discussed projected budget impacts. The district's approved 2025–26 deficit is $870,860; staff presented a projected 2026–27 revenue loss of approximately $1,405,173 attributed to state revenue reductions. With the approved salary adjustments and corrected figures, trustees estimated the near-term deficit could be closer to $600,000 depending on insurance and other assumptions.

Board member Iris Galindo moved to approve the recommended salary adjustments; the motion was seconded by Jeremy Velasquez and carried 6–0 (Marco Lujan absent). The board directed staff to incorporate the adjustments into budget planning and to continue monitoring impacts to the district deficit.
