Resident objects to reduced public comment time, asks for rationale and documentation

Doyle Morrison (speaker S4) told the council he could not address the subject of item 5.5 because the agenda did not disclose the topic and raised a separate procedural concern: the reduction of individual public-comment time.

"When you have public comments in the literature that the city has ... that when there are there's 30 minutes for a public comment and that 30 minutes is divided by the amount of speakers and there should be a rationale displayed on why you're cutting the time from 3 minutes to 2 minutes," Doyle Morrison said, describing his calculation and requesting that the city display the rationale or applicable code in future agendas. He asked that, if the subject of the litigation were disclosed, he be allowed to speak on that specific matter at a later time.

The clerk closed in-person public comment after the scheduled speakers and the council moved on to the city attorney's closed-session report. The procedural question raised by Morrison was not resolved during the meeting; the council did not provide a public explanation before recessing to closed session and scheduling the contested item for continuation.
