Coyote Ridge renovation contract awarded; construction to start after Labor Day

Marcus Graves, the city—s parks, recreation and open-space director, gave the Parks and Recreation Advisory Board a status update on the Coyote Ridge Park renovation, saying staff have signed the construction contract and held the project—s second owner—s meeting.

Graves said the work is being staged in three phases: the ball field on the upper site, the vault toilets and the playground. "They're doing a ton of submittals on that to make sure they're putting the right product in," he said, and noted HCM is managing the majority of submittal reviews. He said primary construction fencing for the ball-field portion is expected "the Tuesday after Labor Day" and the project—s total completion is being targeted for the first week of April, with portions (for example the ball field) to open earlier as each phase finishes.

On procurement, Graves told the board that DesignScapes was the lowest responsive bidder: "We had 9 bids, 7 responsive, and they were the lowest responsive bid." He said the contractor previously built Elkridge and has relevant park experience. Staff said the team will aim to keep portions of the park open during construction and will post t‑post signage and detours to manage trail access and safety.

The board asked staff to continue providing monthly timetable updates; Graves said he would return with periodic progress reports and any significant schedule changes.
