Suffolk Outlines Per-Unit Subsidies, Loan Terms for Housing for People With Disabilities

Legislators sought details on a new capital program to create housing for people with disabilities (CP 6432). "So can you explain how this appropriating funding will be utilized and by whom?" Legislator Nicholas Caracappa asked, seeking clarity on subsidy structure and unit types.

Commissioner Sarah Lansdale said term sheets are public and that when developers seek funding the county uses the terms to determine per-unit subsidies. For 100% affordable buildings subsidies generally range between $35,000 and $50,000 per unit; in mixed-income developments the subsidy can reach up to $75,000 per designated affordable unit. Lansdale said the awards are structured as loans and that "that's in perpetuity" for set-asides in the agreements. New York State Office for People With Developmental Disabilities performs individual assessments determining supports (live-in caregiver, paid neighbor supports, appliance modifications) and Medicaid typically supplies rent subsidies for eligible residents. Lansdale said she would supply a unit-mix breakdown on request.
