Council approves rezoning for Allen Street parcel; developer targets senior-living project

Council approved Ordinance No. 3,171 to rezone approximately 4.355 acres at the corner of Allen Street and Lane Street from SF-7.5 to MF after staff and the developer described the proposal and Planning & Zoning recommended approval.

Bridal Bridge Bonner, the landowner and representative from Footprint Residential, told the council the developer is targeting "an active senior" living use and estimated the prospective operator seeks roughly 55–60 units. "The group that's looking at it, I believe they're around 60 units," Bonner said during the presentation. He argued traffic impacts would be low compared with other potential uses and that site-plan review would address setbacks, screening and emergency access.

Councilmembers stressed neighborhood character, emergency access and traffic. Staff noted 29 letters in favor and one in opposition were received and that Planning & Zoning approved the request 7–0. After questions and discussion — including staff confirmation that setbacks would limit building height and the fire marshal's involvement in the development-review process — a motion to adopt the rezoning ordinance was made and carried by the council.
