Mountainside Council approves housing plan filing, capital projects and multiple grants

The Mountainside Borough Council on June 17, 2025 unanimously endorsed the borough Planning Board's Fourth Round Housing Element and Fair Share Plan (HEFSP) and directed the borough attorney to file the endorsement with the Superior Court Affordable Housing Dispute Resolution Program.

The resolution records prior filings and a court order fixing the borough's present need at 120 affordable units and prospective need at 137 units for the Fourth Round housing cycle. Attorney Post was directed to seek a compliance certification and to file any additional documents necessary to secure court protection under P.L.2024, c.2. The council indicated it reserves the right to amend the plan if needed.

Council also passed two capital ordinances on second and final reading: Ordinance 1344-2025 appropriating $35,000 from the Capital Improvement Fund for a water pit project at the municipal pool, and Ordinance 1345-2025 appropriating $617,000 for reroofing and repairs at the Mountainside Public Library, with the ordinance noting the library will reimburse the capital fund for its contribution. Both measures were approved by roll call with six ayes and zero nays.

Other formal actions included adoption of multiple grant and budget insertions (including a Clean Communities grant of $19,569.46), approval of liquor-license renewals, authorization of contract change orders on the Public Works Building project that raised the contract total to $2,507,239, and personnel approvals for summer recreation staff.
