Town manager: tailor Bluff zoning to local needs rather than copy state code

Town Manager Erin Nelson told commissioners that while it is appropriate to refer to Utah state code for health-and-safety matters, copying state code verbatim into Bluff's zoning ordinance would create long-term maintenance challenges.

"Copying pasting directly into our code creates issues down the line anytime the state code gets updated," Nelson said, urging the commission to reference state requirements where necessary but to draft local standards that reflect Bluff's priorities. Commissioners largely agreed: definitions and concrete provisions can be "stolen" from state code where useful, but many zoning decisions should reflect local conditions and be written at the municipal level.

Nelson's guidance framed the commission's approach to the redline edits: reference state law where appropriate, keep local discretion for town-specific zoning topics and avoid embedding state citation numbers that change frequently.
