Developer says Geneva Rock submitted conditional-use application for quarry on July 15, 2026

David Dobbins, speaking for Flight Companies, told the council that Geneva Rock Products became aware of a Daniel property listed as P 160 and entered into a contract after relying on the town's existing permitted uses for that zoning. He said Geneva Rock submitted a conditional use application for a sand, gravel and crushed stone quarry on 07/15/2026 and had paid all required fees.

"Subsequently, a conditional use application for sand and gravel and crushed and broken stone quarry was submitted on 07/15/2026," Dobbins said, and added that Geneva Rock expected a thorough staff and planning commission review, including public hearings where residents could recommend reasonable conditions. There was no council debate of the application before the moratorium was adopted; the ordinance will bar new development approvals subject to its scope while the council completes the general plan work and related land-use review.
