Planning commission approves Buda Gateway final plat pending utility acceptance

The City of Buda Planning and Zoning Commission approved a final plat for the Buda Gateway commercial subdivision on a motion that included a single condition: the applicant must provide a letter from the water utility confirming acceptance of the construction plans before the plat is recorded.

Victor Escamilla, senior planner, summarized staff analysis and the traffic impact study for the 47.898‑acre site in the James Herdman survey, noting that the TIA projected 877 daily trips and 90 peak‑hour trips and concluded the network had adequate capacity. Escamilla also told the commission that "TxDOT is requiring 2 right turn lanes to be constructed along South Loop 4," and that the TIA assumed construction of Commerce Center Drive as part of the project. He closed his presentation saying, "Staff recommends approval of the proposed gateway final plat with the following condition, that prior to recordation of the final plat, the applicant provide a letter from the utility provider stating that the utility provider has accepted the plans for construction per UDC subsection 3.05.13C.4.C." A commissioner moved to approve the final plat with the staff‑recommended condition; the motion was seconded and carried. The commission noted that construction plans have been approved by the city engineer except for the item that prompted the condition — a written acceptance from the water utility, Texas Water Utilities LP, which the applicant is working to secure. No additional roadway mitigations were required by the TIA beyond the TxDOT right‑turn lanes and the planned Commerce Center Drive extension.

The commission's action records the approval as conditioned; staff and the applicant will need to provide the utility acceptance letter before recordation and before site plan permits are issued.
