Lenexa council adopts $273.3 million five-year capital improvement program

The Lenexa City Council on a recorded vote approved the fiscal year 2026–2030 Capital Improvement Program, which staff said funds 61 capital projects at a total cost of $273,300,000. Blue said the CIP’s primary funding sources include general fund revenues of $81.4 million, general obligation bonds of $75.5 million and the voter-approved 3.08¢ sales tax, which he said provides $48.4 million for parks and pavement. The program includes major expenditure categories for streets, bridges and traffic ($169 million), facilities projects ($36.8 million) and stormwater (just over $33 million). The CIP also incorporates a $5.7 million Bridal Street Special Benefit District project funded by properties benefiting from the improvements rather than taxpayers at large.

Council members debated sequencing and local coordination, with one council member saying they planned to vote no because of concerns about an interchange connection with Olathe. Mayor Sayers called the motion to adopt, which was moved by John Michael and seconded by Chris; the motion passed. The council will receive follow-up briefings and staff said it can return with CIP amendments if the council elects to change a funded project.

The council’s formal adoption follows a public hearing on Dec. 16 and planning commission review; staff noted citizen comments had been received on the 83rd Street and Monticello roundabout projects. No additional legal authorities were cited during the adoption discussion.
