Panel updates adoption/Medicaid benefit rules; preserves IRS‑linked definitions

DSS presented Document 5315, a set of updates to supplemental adoption and Medicaid assistance rules, and the subcommittee approved the changes.

Conley Ann Ragley told members that several citations needed updating after the 2008 reorganization into Title 63 and that the rule had not been updated since 2006. She flagged a sensitive drafting issue: prior text had identified certain categories (including phrasing tied to race) under a former special-needs definition. Ragley said the agency cannot simply strike the language in full because the definitions have ties to the IRS tax code and federal rules that affect subsidies available to families who adopt hard‑to‑place children.

Ragley also highlighted provisions to preserve Medicaid eligibility for youth in foster care through their 18th birthday and described limits on reimbursement for experimental services not approved by relevant professional associations or agencies. The subcommittee moved and adopted the item by voice vote.
