Texas veterinary board says technology upgrade cut case times, prepares for facility registration

The Texas Board of Veterinary Medical Examiners reported stepped‑up licensing and enforcement capabilities after a multi‑year modernization effort. "Our average case resolution time has decreased by 40%," the board's executive director said, noting a modernized online licensing system that allows online renewals, complaint tracking and electronic continuing‑education uploads.

Board staff emphasized that SB 2155 authorizes facility registration beginning Sept. 1, 2027, shifting the agency from individual license oversight to facility oversight. "Facility registration will give TBVME greater visibility into where veterinary medicine is being practiced and will provide a framework for more effective complaint inspection and enforcement processes at the facility level," the director said. The agency plans proposed facility registration rules in January 2027 and asked the committee to consider exceptional‑item funding for implementation staff, an in‑house systems administrator and a communications specialist to support the transition.

Members asked about TDLR's administrative attachment status and the board responded that it is administratively attached to the Texas Department of Licensing and Regulation through Sept. 1, 2027, and that TDLR provided personnel and oversight during rebuilding efforts. The board said recent improvements included a new licensing database (live Aug. 1, 2024) and enforcement modules (live Sept. 1, 2024), and that quarterly board notes and virtual town halls are part of its outreach.
