Planning Commission recommends development agreement setting reimbursement process for WACOG and UDOT funds (4–1)

Pleasant View planning commissioners voted 4–1 to recommend a development agreement that establishes how the city will administer and reimburse eligible infrastructure costs for a joint Pleasant View and Farr West commercial project. City Administrator Andrea Steiniger told the commission the agreement does not change land use or zoning; it only sets the reimbursement process so Pleasant View will receive reimbursement from WACOG and UDOT and then reimburse the developer per the agreed unit prices and quantities.

Steiniger said the total eligible project cost is approximately $3.7 million and that "UDOT has committed $250,000 toward these improvements." Staff noted that unit prices are fixed for reimbursement calculations, that reimbursement cannot exceed available WACOG funding (approximately $5.4 million), and that financial security—such as an escrow or letter of credit—will be required to protect the city if the developer cannot complete work. After a resident expressed traffic concerns during the public hearing, the commission voted to recommend the agreement to City Council 4–1.
