Cecil Township approves $1.0 million-plus resurfacing program, awards three contracts

The Cecil Township Board of Supervisors voted March 2 to award three contracts that together advance the township's 2026 road resurfacing and striping work.

Chair (speaker 3) presented Resolution 53-2026 to award Contract A to Youngblood Paving in the amount of $785,684.10, funded by liquid fuels. After a motion and second the board voted in favor and the motion carried.

Joe (speaker 6), the staff member who described the projects, said Contract B (Resolution 54-2026), a township-funded general fund project awarded to Youngblood Paving for $129,201.30, includes resurfacing the former public works parking lot, intersections at SR 980 and Majestic Drive, and about 600 feet of Baker Road from Georgetown. "That's our scope of work for that project," Joe said.

Resolution 55-2026 awarded Contract C, a line-striping contract to CASMAC Line Striping for $131,152.15. Staff read an extensive list of streets to be striped, including Musa Bishop Road, Town Center Boulevard, Milan Drive, Corporate Drive and sections of Southpointe Boulevard. Board members noted line-striping typically attracts fewer bidders and has seen rising prices; one member said prices increased about $6,000 on a previous job.

Board members discussed adding Papp Road to the striping work. Staff said the contract is a unit-price job and additions could be made by change order but would require a future public vote if the change increases the contract beyond what was advertised. "If we can't include it now, we'll have to figure out what the cost is and then take a public vote on it," a board member said. The board approved the three resolutions unanimously during the meeting.
