Commission approves $64,790 mitigation credit purchase, advances US‑411 planning grant application

County engineer Dan updated commissioners on a US‑411 corridor BUILD planning application covering Park Avenue to Sydney Road and said the county’s planning budget is currently about $5 million. Commissioners discussed the cost of eventual construction, which was described in the meeting as an estimated $90–120 million for the full corridor. Dan said the county will need a 10% local match and that Moody’s had agreed to contribute $250,000 (about 5% of the match as described in the meeting).

Dan informed the commission that the Sy Road/US‑411 turn‑lane work requires purchase of mitigation credits from Westerville Ecological Services at a cost of $64,790 and asked for approval. The commission moved, seconded and approved the mitigation‑credit agreement by voice vote: “the total cost of that is going to be $64,790. We need to approve that,” Dan said.

The commission also authorized required signatures on federal forms to allow the BUILD application to proceed and discussed the option to increase the county match from $250,000 to $300,000 if additional local funding is needed. Staff will meet follow‑up tasks to finalize application materials and coordinate with partner jurisdictions.
