Board approves Lompa Ranch right‑of‑way abandonment over supervisor's objection

Associate planner Heather Manzo told the board the request would abandon a future right‑of‑way in the Lompa Ranch North specific plan and noted five conditions of approval, including a requirement that an offer for dedication for the new alignment be recorded before the abandonment could record. "So before you is a request to, abandon a future right of way," Manzo said while describing the revised alignment to tie into Bud I Way and stay out of a residential neighborhood.

Supervisor White said he could not support the abandonment, arguing it would exacerbate Carson City's existing road‑maintenance burden. "I can't make those findings because they certainly further exacerbate the problem that we're experiencing with maintaining roads," he said. Supervisor Horton moved to approve the abandonment; the motion passed with four votes in favor and one opposed (Supervisor White). The planning commission had recommended approval and staff emphasized the dedication requirement intended to preserve the city's planned roadway network.

The board recorded conditions intended to ensure the city obtains the necessary new alignment before the abandonment becomes final. No public commenters spoke on the item at the meeting.
