Developer proposes 44-acre manufactured-home park expansion in Monticello

A developer and city staff outlined a concept-stage proposal July 7 to expand a manufactured‑home park and add residential and commercial land uses on a 44‑acre parcel in Monticello. Community Development Director Angela Schumann emphasized the item was "not a formal application" and said the workshop’s purpose was to give the applicant clear direction and feedback.

Brett Skilbred of Coldwell Banker Commercial–Fisher Group, representing the applicant in partnership with Lakeshore Management, described a plan that would "mirror the existing (West) park to the north with buffering areas" and support the city's growth strategy by providing affordable housing options. He said the concept plan shows "two hundred" housing units based on allowing eight units per acre. City Planner Steve Grittman confirmed the proposal was generally consistent with the Monticello 2040 Vision + Plan land‑use designations (Mixed‑Density Residential and Mixed‑Neighborhood zoning) and cited a target density range of about 6.5–8 units per acre.

Councilmembers and commissioners pressed for more detail on maintenance standards, park operations and the boundary between private internal infrastructure and public utilities. Mayor Lloyd Hilgart requested a density summary to provide additional context for subsequent review. No formal application was submitted at the workshop and no vote or approval action was taken.
