Resident says Rural Water tap would cost $176,000; raises 911 and coverage concerns

Mark Sullivan, an Argyle Loop Road resident, told the commission he purchased his property in 2020 and experienced long delays in contact with Rural Water. He said he was told tapping into the system would cost $176,000 and that the nearest connection point is roughly 500 meters from his property. Sullivan said neighbors who are connected are displeased with the Rural Water entity.

Sullivan also raised a public-safety concern about cellular coverage, saying he received a busy signal when he called 911 during a medical emergency though dispatch later returned his call. Planning Director Terri Kester said efforts are underway to site a new tower in the area. Commissioner Mark Hartman said the county cannot control Rural Water or cell tower siting but asked the commission be allowed to invite Rural Water board members to speak before the commission to explain the situation. Jesse Doyle suggested Sullivan could direct questions to the Public Utilities Commission in Pierre.
