Board approves nine joint powers agreements to join 3-65 Labs records system; sheriff outlines Dec. 1 go‑live

The Crow Wing County Board approved nine joint powers agreements (JPAs) enabling the county and eight partner cities to join a shared records, mobile and jail-management platform provided by 3-65 Labs. Tina Elder, administrative manager for the Crow Wing County Sheriff's Office, said the county negotiated terms that extend to participating cities and that all nine agencies were expected to sign the agreement; Deerwood had met and was expected to return the signed JPA.

Elder said the contract was approved by the board in December 2024 and that a two‑year implementation period, begun January 2025, allowed state-level vetting and additional interface work. She told the board the steering committee moved the go‑live date to December 1 after vendor and scheduling discussions and that CAD testing has begun while RMS work remains behind schedule. "Our new go live date is December 1," she said. Elder also described cloud and GIS-mapping challenges and said the county and vendor are working with state partners to resolve integration issues.

A commissioner moved to approve the nine JPAs including Deerwood; the motion was seconded and the chair announced the vote approved. Elder said making the project work well at Crow Wing County will benefit other counties considering the vendor and that several counties are already in negotiations.
