Council approves amendment to WCCMA articles after presentation

Renovo Borough Council unanimously approved an Amendment of Articles of Incorporation for the Western Clinton County Municipal Authority on Oct. 15, 2025 after representatives attended the meeting to answer questions.

Council member Rhonda Balchun moved to approve the application, and Council member David Knauff seconded; a voice vote passed unanimously. Kyle Stewart and Butch Knauff, representing the WCCMA, were present in the gallery to address questions from Council before the vote. "A motion was made by R. Balchun and seconded by D. Knauff to approve the application for Amendment of Articles of Incorporation for the WCCMA. A voice vote was taken; motion passed unanimously," the minutes record.

The WCCMA previously notified the borough — via a letter from Gwin, Dobson and Foreman Engineers — of its intent to apply to the Pennsylvania Department of Environmental Protection for Renovo Wastewater Treatment System upgrades and additions. Council received the engineering notice as part of the monthly correspondence; no related permitting actions were taken at the meeting. Council did not record any conditions on its approval of the amendment.

Council President Ann Tarantella and borough staff heard and accepted the WCCMA representatives' explanations before moving to a vote. The approval updates the municipal authority's corporate documents and accompanies correspondence about planned wastewater system work the WCCMA intends to pursue with the PA DEP.
