Planning Commission tables Clean Express Auto Wash #625, recommends three exceptions

The Planning Commission voted to accept the Clean Express Auto Wash #625 application as complete, but tabled formal recommendation pending review of modification requests and ownership documentation. Solicitor Ryan Thomas told the commission that ownership documents submitted after hours may not be sufficient and additional documents could be required for legal sufficiency; the commission noted the parcel (tax map 57-12-00-0-096) does not meet the 2‑acre minimum for a non‑residential development.

By unanimous votes (motions by Paul Holleran, seconded by John Wright), the commission recommended three exceptions: (a) an exception to SALDO Section 602.F.1 to allow the existing 13 front parking spaces to remain 9' by 18' instead of the 9' by 20' standard; (b) an exception to SALDO Section 601.B.2 for the 2‑acre minimum lot size for non‑residential development; and (c) an exception to Section 307 of the Stormwater Management Ordinance. Commissioners also provided a detailed list of plan revisions and approvals required before the Board of Supervisors will consider the modification requests; those items include cover‑sheet owner/developer names, engineer certification, tract boundary bearings and distances, multiple setback lines (40' off US Route 22 and 30' off Hollywood Boulevard and Vine Street Road), parking and loading specifications, internal traffic circulation, sign location details, and approvals from the Township Engineer, WCCD (erosion & sediment control), DEP (Component 3), FTMSA and MAWC tap verification.

Project engineer Jeff Holzer (Kimley‑Horn) was present for the discussion. The commission reminded the applicant that modification requests must be submitted to the Board of Supervisors by noon on May 13 to be considered on that board's agenda.
