District presentation: Blue Door Academy selected as vendor; board weighs subsidy, shuttle or closures

District staff told the board that safety and program quality were the top criteria in the RFP that produced Blue Door Academy (the local Boys & Girls Club affiliate) as the recommended partner for before/after-school and JK wraparound care. Staff said the vendor offers curriculum differentiated by age, scholarship support for families who qualify, and a market-aligned price that in many cases represents a modest inflationary increase over last year.

The presenter said enrollments were down compared with the vendor’s expectations and that the biggest shortfall was in before-school care. Staff outlined three options for the board: stop offering care at low-enrollment sites (and accept lost rent revenue), fully subsidize shortfalls across sites, or consolidate sites and provide shuttle service to central locations. Staff said Blue Door would evaluate ongoing interest through Oct. 1 and that the contract allows them to reassess and potentially close sites roughly Nov. 1 if minimums are not met.

Board members asked detailed questions about contract language, how minimums would be computed (daily averages versus single-date counts), the possibility of partial schedules (one or two days), transportation logistics and whether the vendor would change its enrollment thresholds. Staff repeatedly emphasized that Blue Door’s model and enrollment minimums are not unique to that vendor and that other providers considered during the RFP would likely present similar constraints.

"So we ultimately chose Blue Door Academy, which is part of the boys, the Greater Boys and Girls Club of America," the presenter said during the briefing, and later added: "But, after October 1, it's possible that care could close as soon as roughly November 1 at sites that are not meeting the contracted numbers."
