Board backs phased 'mill district' market plaza concept and kiosk pilot

The Community Improvement Board reviewed conceptual designs for a Milton Mill District Market Plaza that would use a mill-town design language, a covered market pavilion and individual kiosks to activate downtown retail and support start-up businesses. Steven, city staff, said the kiosk model would allow entrepreneurs to lease a table or kiosk on short terms and potentially transition to brick-and-mortar businesses.

Board members emphasized phased implementation and planning around DOT right-of-way issues. Chair asked whether to pursue a phased approach and land acquisition; the consensus favored beginning with temporary or relocatable kiosks and a covered pavilion while pursuing shared-parking and targeted land purchases. "If you see success, you move in," Steven said of the phased approach. The board asked staff to present a recommendation to the CRA and to council.
