Planning Commission recommends clarification to subdivision rules on residential density

The Payson City Planning Commission on March 11 voted to recommend to city council an amendment to Title 12 of the city code that replaces separate "gross" and "net" density definitions with a single, unified definition of "density." The motion to forward a favorable recommendation was made by Commissioner Frisbie and seconded; commissioners approved the recommendation by voice vote.

City staff member Michael Bryant told the commission the amendment is intended to reduce disputes over when "gross" versus "net" density applies and to make references across the subdivision regulations consistent with the general plan and zoning code. "The basis of that is she gave gives us, a new definition for density, and then gets rid of the 2 definitions that we have called gross density and net density," Bryant said during his presentation. Staff noted the change is largely editorial but aims to clarify interpretation for applicants and staff.
